Watershed assessment areas (WAA) was the term applied to the discrete areas in the Russian River watershed that were evaluated, compared, and ranked. This was accomplished by dividing the watershed into relatively homogeneous WAAs using a defined procedure based on stream order as well as geologic, geomorphic, vegetation, land use / land cover characteristics, and stream inventory data. Using the procedure, 1798 WAAs were identified for the Russian River watershed. Each WAA was further subdivided into an upland, riparian, and stream component. "The California Interagency Watershed Map of 1999 (updated May 2004, "calw221") is the State of California's working definition of watershed boundaries. Calwater 2.2.1 most accurately delineates true watersheds in mountainous terrain. The WAAs served as spatial unit for summarizing the assessment criteria of ecological condition, vulnerability to future impact, conservation potential, and restoration potential assessment criteria. The WAA spatial scale represented a compromise between desire to delineate homogenous areas and the potentially large number of homogeneous areas that could be identified in a watershed the size of the Russian River. Seventeen hundred and ninety eight WAA were identified for the Russian River watershed using the procedure described below. Watershed assessment areas were delineated using the following procedure (Smith 2004). The procedure began by applying a second order (Strahler 1957) stream channel "rule of thumb" with United States Geological Survey (USGS) 7.5 minute quadrangles serving as the base map for streams. The rule of thumb was applied in the following manner. Moving downstream from the origin of a headwater stream channel, a downstream boundary point was established for a WAA at the point where a second order stream joined another second order stream. Moving further downstream, additional WAA downstream boundaries were established at the confluence with other second order or larger streams, or where significant geologic, geomorphic, vegetation, or land use / land cover changes occurred. The topographic drainage basin defined by the downstream boundary point of each WAA was then manually digitized based on USGS 7.5 minute quadrangle contour lines. Watershed Assessment Areas were purposely delineated so they could be aggregated to match the CalWater 2.2a Hydrologic Sub-Areas (HSA), Super Planning Watersheds (SPWS), and Planning Watersheds (PW) to the extent that they represent actual topographic drainage basins. Where CalWater 2.2a units did not represent actual topographic drainage basins they were modified to reflect the actual topographic drainage basins. Following the initial delineation of WAA using the second order "rule of thumb" and geologic, geomorphic, vegetation, or land use / land cover criteria, some WAA were further divided into smaller WAA based on stream reaches identified during California Department of Fish and Game (CDFG) stream surveys (CDFG 2002 Draft). The rationale for using CDFG stream survey reaches as the basis for WAA delineation was as follows.
