Abstract:
This data layer represents the nine (9) city, urban municipality boundaries within the County of Sonoma in the Russina River watershed. Features from the original source data (see Originator information) were selected based on their spatial location within the Russian River watershed in Sonoma and Mendocino counties in California (the study area boundary of the Russian River Watershed Adaptive Management Plan project). This metadata file incorporates much of the information that was available in the metadata of the original source data. This information is indicated in quotation marks.

Purpose:
This data layer was edited from its original source data set for inclusion in the Russian River Watershed Adaptive Management Plan (RRWAMP) and RRWAMP Baseline Watershed Assessment project. The intended use of this data layer in this project is to examine landscape or human factors to promote ecological health and sustainability within the Russian River watershed.

"Layer based on and rectified to SCGISDB2.BASE.PAR_PARCELS exported on 08/05/05.  Boundaries created through the active participation between PRMD-GIS, LAFCO (Local Agency Formation Commission), Assessor's Office and staff (i.e. planners, GIS analyst) of the respective City's.

As defined by LAFCO (June 2003):  
Non-contiguous Annexations
A parcel(s) can be annexed into a City without being contiguous with the City's boundary.  In order for a non-contiguous parcel(s) to be annexed, the parcel(s) must satisfy 2 requriements:
1) parcel(s) must be owned by the City which it will be annexed into, AND
2) parcel(s) will be utilized for municipal purposes (i.e. corporation yard, water well, etc.)

Process of converting Non-contiguous City Parcel(s):
Non-contiguous City parcel(s) automatcially revert to unincorporated property (Sonoma County jurisdiction) on the basis of meeting either of the following conditions:
1) the City's municipal use of the parcel(s) ceases, OR
2) the City sells the parcel(s) - either to the County of Sonoma or to private ownership"
