In the Colorado and Mojave Bioregions, these classes have been kept within a UA where Housing Density is greater than 1 unit per 5 acres but excluded elsewhere within the UA in an attempt to minimize errors of commission in the oft confused land covers of Desert and Barren. FRAP created the DEVELOP10 classification by using the NLCD data to modify the DENCLASS10 classifications. FRAP defines "urban" as DENCLASS10 &gt;= 8 (1 unit/acre or denser) and/or any of the NLCD codes indicated above (except 24-Rural Highway and 86-Urban/Recreational Grasses outside of Urbanized Areas). "Data derived from housing density reflects the accuracy of the 2000 Census Block data. No accuracy assessment of this data has been conducted by FRAP but it can be assumed to be reasonably accurate. Linework in the 2000 Census is much improved over 1990. Of course, errors in linework and attributes are still apparent in some cases but are not considered significant. The primary value of Census data is the statewide consistency of data collection and methodology. Census data, however, is not a land use dataset and therefore does not detect developed areas where few or no people live (e.g., central business districts). For this reason, housing density data was supplemented with land use data from the National Land Cover Dataset to create a combined "Footprint of Development". However, because FRAP views Census as more accurate overall than NLCD, and because it is more current, housing density takes precedence over land use where conflicts occur. This first release of NLCD has been problematic. Comparisons to parcel data, imagery and other sources of development and land cover, have revealed frequent confusion among classes, i.e. Barren and Urban, Commercial and Residential, etc. These problems were especially apparent in rural areas with many false positives in the Residential classes noticed. Therefore, filters were used to limit the use of most NLCD data to Census Urbanized Areas (see Supplemental Information). Whereas these modeling rules provided the best overall results, there are likely to be site specific inaccuracies, such as where Barren might actually be bare ground, or Commercial may actually be mostly commercial and not residential. NLCD has two major advantages over other sources that FRAP investigated for land use -- cell size and currency. NLCD is the highest resolution and most current dataset of land use available for the State (circa 1992-93). It is also an ongoing mapping project that is expected to be updated by 2006 and continue to be updated into the future, thus providing consistency for future updates.
