The fuel ranking methodology assigns ranks based on expected fire behavior for unique combinations of topography and vegetative fuels under a given severe weather condition (wind speed, humidity, temperature, and fuel mositures). The procedure makes an initial assessment of rank based on an assigned fuel model (see FMOD04_2) and slope, then potentially increases ranks based on the amount of ladder and/or crown fuel present to arrive at a final fuel rank. Initially developed at a 30 meter scale, this 100 meter representation of the data are combined with other data and used to identify wildfire threats. These strata are defined by climate, vegetation, and land ownership. The Fire rotation interval is the number of years it would take for past fires to burn an area equivalent to the area of a given stratum. Fire rotation interval for a given stratum is calculated by dividing the annual number of acres burned into the total area of the stratum. Finally, fire rotation values are grouped into classes. The larger fire rotation values correspond to less frequent burning. In contrast The higher the rotation class value is, the more frequent fire is in that strata. In the fire threat analysis, more frequent fire is ranked higher to reflect a greater concern for non-fire tolerant assets such as housing. This is done to identify dense urban areas not likely to contain continuous surface fuels, despite the presence of mature trees. URBAN DESCRIPTION ----- ------------ 0 Not Urban 1 Urban FIELD NAME: THREAT CDF calculated a numerical index of fire threat based on the combination of fuel rank and fire rotation (FROTCLASS). A 1-3 ranking of fuel rank was summed with the 1-3 ranking from rotation class to develop a threat index ranging from 2 to 6. This threat index is then grouped into four threat classes. Areas that do not support wildland fuels (e.g. open water, agriculture lands, etc.,) were omitted from the calculation, however areas of very large urban centers (i.e. concrete jungles) were left in but recieved a moderate threat value. This attribute SHOULD NOT be used to calculate fire threats to people (see THREAT2PEOPLE). Thus, the maximum distance of the buffer in areas where all costs are 1 is 2400 m (approx. 1.5 miles). For areas where the entire buffer cost is 3, the maximal buffer distance 800 m (approx .5 miles). Areas with mixed costs have buffer distances within this range. This reflects the greater resistance that urban areas and areas of little or no threat (such as ag lands) offer to the spread of wildland fire. Each class is buffered independently and then overlaid in the following priority - Extreme, Very High, High, Moderate, Little or No Threat. Thus, areas of greater threat class take precedence over areas with lesser or no threat class.
